Can the P452/422 power-on state (i.e. when mains power is applied) be configured somehow, either as "on" or as "like it was when mains power was removed"?

There is not a selectable mode to do this, however you could use the trigger input to do this. The trigger input can accept a 12volt input from something like a small power supply. This could be left on so it will activate the amplifier following the mains status or even remotely switched by a wifi mains switch.

Great idea, thanks Alan. I forgot about the trigger port. I've got a HomeKit operated mains plug, and instead of controlling the power to the amp I'll simply plug in the 12V adapter. That seems kinder to the amp somehow 🙂
